What does the FTC Safeguards Rule ask of a CPA firm, in plain English?

The FTC Safeguards Rule treats tax preparers and many accounting firms as financial institutions, so they must run a written information security program. The IRS calls that document a WISP, a written information security plan, and publishes a sample in Publication 5708.

In plain English, the plan names one person in charge of security, lists where client data lives, and assesses what could expose it. It then spells out your safeguards: multi-factor logins, encryption, access limits, staff training, vendor oversight, and a written incident response plan.

As of September 2026, the rule also requires telling the FTC within 30 days of discovering a breach of unencrypted data on 500 or more people. Your firm owns the plan; we run the technical safeguards it describes through our cybersecurity service and keep the records that prove they work.

Do CPA firms need a written information security plan?

Yes. The FTC Safeguards Rule requires tax preparers and other firms it covers to keep a written information security program, and IRS Publication 5708 offers a sample to start from. Is QuickBooks Online backed up automatically?
